The 44-year-old was convicted for the 1993 rape and killing of his girlfriend's three-year-old daughter, Sheila Marie Evans, in Akron. Phillips severely beat Sheila in the head, face and abdomen, threw her against walls and dragged her by the hair. He also anally raped her.
It's cases like this that make me indifferent to whether or not states have a death penalty: most states with a death penalty on their books haven't actually used it in decades, and the few who do can't avoid the endless appeals death row inmates are given. If we can't execute them swiftly, it'd be better to sentence them to life without parole and then create a separate set of cells for such lifers and keep them in solitary confinement for the rest of their miserable lives.
UPDATE, July 27th: Phillips was executed at 10:23 this morning. That's fine by me.
