Where’s Waldo?

I keep seeing the guy on the right in photos of the shitshow going on in Kabul. Here are two examples, but the reason I first saved one as “Afghan look-alike'“ is I’d already seen him in about a dozen shots. Then I saw him again this morning.

Has anyone else noticed him?
