Under a 400-plus-page Office of Management and Budget planset to take effect Oct. 1, all federal grants -- from cancer research to vaccination campaigns to bridge repairs -- would be overseen by political appointees. Projects getting extra scrutiny would be any grants relating to gender, race and climate change, or anything found “inconsistent with program goals or agency priorities.”
