Oregon Now Spends More On Program Offering Free Health Care For Illegal Immigrants Than State Police

Oregon officials expect to spend $1.5 billion in combined state and federal taxpayer dollars on a program that offers health benefits to illegal aliens from 2025 to 2027. They expect to spend $717 million on Oregon State Police over the same period, the documents indicate.

The state’s health agency, the Oregon Health Authority, said in an email to the Daily Caller News Foundation that the state expects to allocate $1.2 billion to the program — originally named “Cover All People” and now called the “Healthier Oregon Program” (HOP). Oregon lays out budgets in two-year “bienniums.”

The federal government will supply 25% of the funding to provide health benefits to illegal aliens in Oregon, the OHA told the DCNF.

The data emblematizes some of the Democratic stronghold’s policy priorities — facilitating illegal immigrants’ access to health care and reducing criminal crackdowns. These very policies have touched off a government shutdown in Washington, D.C., and protests in Portland.

Medicaid — the joint federal-state program that traditionally provided health services to children, pregnant mothers and disabled adults — formally bars illegal immigrants from receiving benefits.

But some blue states have innovated creative accounting methods to extract federal dollars without the federal restrictions, according to the Paragon Health Institute, a non-partisan policy research group. Blue states will issue taxes on Medicaid insurers and providers, obtain a bundle of federal matching dollars for those funds, then return the taxed money to those institutions, the think tank points out.

Spending on health services for illegal aliens in Oregon has climbed by at least 1100% since the program’s introduction roughly four years ago.

An Oregon report shows a steep jump in spending on its Medicaid expansion to immigrants regardless of legal status.

Lawmakers first introduced the program in 2021 with a $100 million cap. State Medicaid programs benefitted from increased federal matching dollars for the COVID-19 pandemic at that time. The proposal grew out of a racial justice council convened by then-Gov. Kate Brown in 2020 and enjoyed support from a coalition of managed care organizations, hospital groups, pro-abortion groups, medical professional societies, unions and advocacy groups.

In the intervening years, the national illegal immigration population surged under President Joe Biden, the public health emergency ended, and Oregon expanded eligibility to all age groups — causing the cost to balloon.

In October 2024, OHA faced a $260 million budget shortfall, according to the Lund Report, an Oregon-focused health news outlet. About 93,000 people had enrolled in the state’s Medicaid expansion for immigrants regardless of legal status, nearly double the state’s projection of 55,000 enrollees, the report said.

Showdowns In DC, Portland

The policy demands congressional Democrats in DC have named as a prerequisite for reopening the government include dismantling barriers preventing Medicaid dollars from flowing to illegal aliens.

Democrats’ counterproposal to the “clean” continuing resolution (CR) preferred by Republicans to end the government shutdown would unwind several reforms that President Donald Trump signed into law via the One Big Beautiful Bill Act (OBBB) in July.

These provisions included ending the disbursement of higher federal Medicaid match dollars for the emergency care of illegal aliens compared to traditional Medicaid recipients like children — states received a 90% rate for illegal aliens compared to 50% for American citizens — and closing accounting loopholes that allow federal funds to be shunted to state priorities like coverage for illegal immigrants.

In Oregon, an illegal alien need not supply proof of long-term residency in the state in order to receive the taxpayer-sponsored health benefits, according to state resources.

According to the OHA, the federal spending for Oregon’s illegal aliens only covers emergency and pregnancy care that the federal government is required to cover per U.S. law, echoing the arguments of Democratic leaders who say illegal immigrants cannot access federal Medicaid dollars outside of the emergency room.

However the OHA budget document shows the state will obtain federal dollars unfettered by federal rules through creative accounting too.

Oregon pads its state pot of Medicaid funds, funds unfettered by federal rules against dispersing it to illegal aliens, through what it describes as a “tax,” but what really amounts to an accounting loophole. Oregon “taxes” hospitals to obtain funding while tapping federal matching funds to pay back the hospitals the “taxed” amount in full.

Tired of rampant shoplifting scaring away citizens and shoppers, Long Beach is trying to force stores to add staff and reduce dependence on self-checkout.

The beachfront city, with a population of around half a million, last month started requiring major food and pharmacy retailers to do more to stop theft. So far, the measures have led to a heated debate and longer lines.

Employees like the new law. The retail chains warn that the restrictions could backfire. Shoppers are confused.

The city’s “Safe Stores are Staffed Stores” ordinance is the first of its kind in the country. It requires large stores to increase the number of employees relative to self-checkout stands and also puts a limit on the number of items and types of goods that can be rung up at self-checkout.

Hamas might have expected a hero's embrace in the Arab world after signing off on the hostage-exchange and ceasefire agreement. They have spent the last two years proclaiming their victory for "Palestine" in the October 7 massacres that started the war, and they have doubled down on that spin since agreeing to Donald Trump's proposal this week. 

After two years of destruction -- much of it involving investment from the Arab world in Gaza -- reality could be a bit different. In the cold light of a cease-fire, not even nominally friendly forums are letting Hamas spokespeople off the hook. Hamas co-founder Mousa Abu Marzouk told a Qatari interviewer to "go to hell" and show him some respect for asking the obvious question: What the ever-loving f*** were you idiots thinking on October 7?

To be fair, the Pan-Arab Ghad interviewer put it more politely, but still ...

Abu Marzouk, who lives in Qatar, tried to justify the terror organization’s crimes by saying that Hamas “fulfilled its national duty.” At that point, the journalist asked: “Was what you did on October 7 to lead the Palestinians to liberation?”

Visibly annoyed and embarrassed, Abu Marzouk remained silent and then responded that “no sane person would claim that on October 7, with just a thousand or so fighters, it was possible to liberate Palestine.”

He then demanded from the interviewer: “Please, at least make your questions respectful.”

The journalist calmly continued, “I am asking you the questions that are being asked on the streets of Palestine, by the residents of Gaza.”

At that point, Marzouk lost his temper and began to shout: “These are your questions! Show some respect for yourself. I don’t want to talk to you. I don’t want to see you. Cut it out. Cut it out. Go to hell!”

“Marzouk had better get used to this question. Those left in Gaza will ask it, especially when Hamas has to step aside for the proposed pan-Arab force that will take control of Gaza at the end of the ceasefire proposal. At that point, the only accomplishments that Hamas can claim will be:

  • 1200 dead Israelis and foreign workers

  • Tens of thousands of dead Gazans

  • The destruction of Gaza infrastructure, in the tens of billions of dollars

  • The presence of the IDF in Gaza

  • The elimination of Iranian domination

  • The loss of Syria

  • The destruction of Hezbollah

  • At least another decade of miserable poverty in Gaza

Commentators in Arab media said that Marzouk's reaction is a sign of tension within the terrorist organization that has grown throughout its war with Israel. According to the commentators, the incident also highlights the widening rift between Hamas leadership and the majority of Arabs. 

Fatah spokesman Jamal Nazzal called the exchange “a disgrace that exposes the moral and political bankruptcy of a crumbling group that can no longer look people in the eye.”

FWIW: It’s hard to understand how Palestinians have allowed themselves to be bamboozled and fed on dreams of “revenge” for generations now, while they’ve stayed mired in poverty and the men behind the scenes have grown obscenely rich preventing peace. Here was how the scam’s worked up til now: The Democrats claim that no federal money is being spent on providing healthcare to illegal aliens, while at the same time their blue state co-conspirators are providing such care, and being reimbursed up to 90% by the federal government. The new tax bill ends that reimbursement by requiring states to verify the legal status of those seeking free medical care, thereby forcing the states to put up or shut up, but in any event, stop making taxpayers in other states to pay for their largess.

Democrat governors are shocked, shocked, I tell you, at this heartless display of Republican cruelty, but they also know that their own taxpayers will revolt if the full cost of their political leaders’ good-hearted effort to take care of the world’s poor right here in America. So, oh-so-reluctantly, and with howls of outrage, they’re comig to face with reality.

Democrats Are Quietly Pulling the Plug on Free Healthcare for Illegal Immigrants

Democrats spent years insisting that providing free healthcare to illegal immigrants was a moral imperative. They haven’t exactly kept that a secret. During the 2020 Democratic presidential primaries, every single candidate promised their healthcare plans would cover healthcare for illegals. Now, though, they've shut down the federal government to protect funding streams for these programs—but are pretending that’s not what they are after.

Nevertheless, we know what their objectives are. But their crusade to give free healthcare to illegals has hit a bit of a snag. Faced with exploding costs and healthcare systems on the brink of collapse, blue state governors are quietly pulling the plug on their own sacred cow.

According to a report from National Review, Gavin Newsom in California, Tim Walz in Minnesota, and JB Pritzker in Illinois have all rolled back or frozen Medicaid programs for illegal immigrants in recent months after discovering the obvious: it’s simply not sustainable to keep offering taxpayer-funded health insurance to illegal immigrants.

Walz previously celebrated Minnesota's expansion in 2023 as a major achievement. Now he's consenting to cuts because the state is staring down a $6 billion deficit by 2028.

The numbers tell the story Democrats don't want you to hear.

California alone spends $8.5 billion annually providing Medi-Cal to illegal residents. Around 1.6 million illegal immigrants enrolled after Newsom expanded eligibility, joining the roughly 15 million Californians already in the program. Illinois saw its immigrant health benefits program balloon to over 30,000 enrollees in just three years, costing $682 million in 2024 and contributing to a state deficit of $3.2 billion.

But the financial burden is only part of the problem. The influx of illegal immigrant patients has created severe shortages in healthcare access for everyone. In California, about 40% of adults couldn't see a doctor for urgent needs within state-mandated timeframes in 2024. Specialist care is even worse. One in five Sacramento County enrollees reported difficulty accessing cardiologists, rheumatologists, or urologists. Adding hundreds of thousands of illegal residents to an already strained system predictably made these shortages worse.

It’s funny how everything conservatives said would happen if illegal immigrants got free health care has happened.

Now reality is forcing uncomfortable admissions. Newsom conceded, "I don't want to be in this position, but we are in this position." California's new budget freezes Medi-Cal enrollment for illegal immigrants and will require current enrollees to pay a $30 monthly premium starting in 2027. Minnesota lawmakers from both parties voted to strip illegal adults from MinnesotaCare entirely. Illinois is shutting down its Health Benefits for Immigrant Adults program altogether.

These reversals signal something leftists hate acknowledging: there are real tradeoffs when you extend benefits to people who aren't citizens. Unlimited coverage for illegal immigrants doesn't just cost money. It actively undermines healthcare access for vulnerable American citizens, including single mothers, pregnant women, the elderly, and the disabled. When budgets buckle and public systems falter, officials have to make hard choices. The fact that Democrats are now prioritizing American citizens over illegal residents shows how unsustainable their original promises were.

Taxpayers who fund these safety nets have every right to demand they serve the people they were designed for: low-income American families, children, seniors, and the disabled. The left-wing fantasy of unlimited benefits for everyone, regardless of citizenship status, has collided with fiscal and practical reality. Even the most committed left-wing governors are being forced to admit what conservatives have said all along: you can't provide unlimited government benefits to unlimited numbers of people and expect the system to survive.

From the comments I’m reading on various sites, (almost all) of those who detested the man seem to be refraining from rejoicing at this news, and merely offering sympathy and moving on. Whether their tempered responses and good taste is due to their superior intelligence or natural compassion, it’s certainly a smart move after the fierce disgust at the Left’s rejoicing and celebrating Charlie Kirk’s assassination. Funny, isn’t it, that the Left, including its most progressive politicians and educators (sic) couldn’t resist their jubilation over Kirk’s murder, and exercise that same restraint?
